The incumbent Government was fully committed to grant Federal Board of Revenue operational and financial autonomy in order to rule out the possibility of political interference and thus make it an efficient, merit based, service oriented and public friendly organization. This was stated by Federal Minister for Finance & Revenue Shaukat Tarin while addressing the senior officers at FBR Headquarters Islamabad. He appreciated last year’s commendable performance of FBR regarding collection of revenue target despite challenges posed by Covid-19. He also stated that FBR was on track for achievement of this year’s target of Rs. 5829 billion as FBR had already surpassed the target with a margin of Rs. 160 billion in the first two months.
“The Broadening of Tax Base is one of the top priorities of my team for the current year and we have constituted committees comprising of private sector experts, NADRA and FBR officers who are working tirelessly."
While elaborating the function of these committees, he added that these committees are also working on the assessment of resource constraints of FBR, especially the finances and the logistics, and they would be recommending the ways and means to overcome these constraints. “The other flagship initiatives is Point of Sales Integration which aims at recoding the real time transactions at retail level and has huge potential to increase the revenue of the state,” he continued.
Finance Minister also briefed about the progress on Track & Trace project which would be rolled out from November as the stay granted by one of the Honorable High Court had been vacated and he had also approved funds of Rs. 432 Million for the project. Highlighting the importance of digitization of FBR, Finance Minister stated that automation in tax system would bring transparency and reduce the discretionary powers which had always been a long term demand of business community. He expressed his commitment to provide required funds for digitization and added that Technical Supplementary Grant of Rs. 3.8 Billion had already been approved in the current week to upgrade the IT Systems and their security.
Commenting about Pakistan Single Window (PSW) project, he stated that under PSW, more than 70 different departments would converge on one platform for the facilitation of business community, which would promote trade in the country. He urged FBR to follow an ambitions target of taking Tax-to-GDP ratio to 20% in next 6-8 years. The Finance Minister also appreciated FBR for making significant headway towards harmonization of sales tax between the Federation and the Federating units under the umbrella of National Tax Council (NTC).
He appreciated the Integrated Transit Trade Management System (ITTMS) and called it a land mark project, which would connect the whole region from Central Asia to South Asia after its completion. He further stated that Anti-smuggling and counter-smuggling initiatives are one of the top most priority areas and the Prime Minister is very concerned about it. He appreciated FBR’s efforts to curb smuggling despite resource constraints. He paid tributes to the sacrifices by Customs officials who laid down their lives in the line of duty. While concluding his address, he hoped that team FBR would spare no effort or avenue to not only achieve the assigned revenue target of 5.8 Trillion but also exceed the same by wide margins.
Earlier, Chairman FBR, Dr. Muhammad Ashfaq Ahmed welcomed Federal Minister for Finance & Revenue in FBR. He stated that the interactive session with the Finance Minister would provide an opportunity to the senior leadership of FBR to understand his vision and thus would help take his vision forward. Chairman FBR in his address elaborated that the government’s priority was to create an enabling environment for the trade and businesses, especially for the SMEs through simplifications of laws & procedures, and to stimulate economic activity. “FBR being cognizant of this vision, has taken a number of concrete measures to translate it into reality,” he added.
Chairman FBR while acknowledging the result oriented vision of the Finance Minister stated that under his dynamic leadership, much needed economic stability had been achieved which was rather elusive before. “Now the country is on the path to economic growth,” he added. He hoped that growth trajectory would bring about prosperity, resulting in employment and economic empowerment of people.
While concluding his speech, Chairman FBR assured the Finance Minister that team FBR was fully geared towards achievement of target for this year as well. “We are on track and would not leave any stone unturned for surpassing the historic milestone of Rs. 5.8 Trillion,” he concluded.
حکومت ایف بی آر کو مکمل خود مختاری دینے میں پر عزم ہے، وزیر خزانہ
موجودہ حکومت فیڈرل بورڈ آف ریونیو کو آپریشنل اور مالیاتی خودمختاری دینے کے لئے پر عزم ہے تاکہ سیاسی مداخلت کے امکان کو رد کیا جاسکے اور ادارے میں شفافیت ، میرٹ اور بہترین خدمات کے اصولوں کو پروان چڑھایا جا سکے۔ یہ بات وفاقی وزیر برائے خزانہ و ریوینو شوکت ترین نے ایف بی آر ہیڈکوارٹر کے دورہ کے دوران سینئر افسران سے خطاب کے دوران کہی۔ انہوں نے پچھلے مالی سال میں کرونا وبا کے باعث پیداکردہ مشکلات کے باوجود ایف بی آر کا ٹارگٹ سے زائد ریونیو حاصل کرنے پر ایف بی آر کی تعریف کی۔ انہوں نےمزید کہا کہ ایف بی آررواں مالی سال بھی 5829 ارب روپے کا ریونیو ہدف حاصل کرنے کے لئے پر عزم ہے اور اس کی روشن مثال رواں مالی سال کے پہلے دو ماہ میں ہدف سے 160 ارب روپے زائد ریونیو کاحصول ہے۔
وفاقی وزیر خزانہ و ریونیو نے کہا کہ ٹیکس نیٹ میں اضافہ کی کوششیں جاری ہیں اور اس سلسلے میں ایف بی آر، نادرہ اور پرائیویٹ سیکٹر سے ماہرین پر مشتمل کمیٹیاں تشکیل دی گئی ہیں جو کہ انتھک محنت سے کام کر رہی ہیں۔ ان کمیٹیوں کے فرائض کے بارے میں مزید کہا کہ یہ کمیٹیاں ایف بی آر کے وسائل باالخصوص بجٹ اور لاجسٹکس کی ضروریات کا بھی جائزہ لے رہی ہیں تاکہ ان درپیش مشکلات کو دور کرنے کے لئے سفارشات پیش کی جا سکیں۔ انہوں نے کہا کہ پوائینٹ آف سیلز نظام ایف بی آر کا ایک اور اہم اقدام ہے جس کی وجہ سے ریٹیلرز کی سطح پر تمام ٹرانزیکشنز ریکارڈ ہو سکیں گی اور ملکی ریونیو میں اضافہ ہو گا۔
وزیر خزانہ نے ٹریک اینڈ ٹریس پراجیکٹ پر ہونے والی پیشرفت کا بھی تذکرہ کیا اور کہا کہ اس پراجیکٹ کا آغاز نومبر سے کر دیا جائے گا کیونکہ اس حوالے سے ہائی کورٹ میں دائر کیا جانے والا کیس خارج ہو چکا ہے اور وزارت خزانہ نے پراجیکٹ کے لئے 432 ملین روپے کے فنڈز بھی جاری کردیئے ہیں۔
ایف بی آر کی ڈیجیٹائزیشن کی اہمیت پر روشنی ڈالتے ہوئے وزیر خزانہ نے کہا کہ خودکار ٹیکس نظام کی بدولت شفافیت آئے گی اور صوابدیدی اختیارات میں کمی آئے گی جو کہ کاروباری کمیونٹی کا ایک دیرینہ مطالبہ رہا ہے۔ انہوں نے ڈیجیٹائزیشن کے لئے درکار فنڈز کے اجراء کی یقین دہانی کرائی اور کہا کہ آئی ٹی نظام اور سائیبر سیکیورٹی کے لئے 3.8 ارب روپے کی تکنیکی ضمنی گرانٹ رواں ہفتہ جاری کی جا چکی ہے۔
پاکستان سنگل ونڈو پراجیکٹ کے حوالے سے وزیر خزانہ نے کہا کہ اس پراجیکٹ کے تحت 70 مختلف محکمے ایک پلیٹ فارم پر لائے جاسکیں گے جو کہ کاروباری کمیونٹی کی سہولت کے لئے کام کریں گے جس کی وجہ سے ملکی تجارت کو فروغ ملے گا۔ انہوں نے ایف بی آر پر زور دیا کہ اگلے چھ سے آٹھ سالوں میں ٹیکس ٹو جی ڈی پی شرح کو 20 فیصد لانے کے لئے کوششیں کریں۔ وزیر خزانہ نے نیشنل ٹیکس کونسل کے ذریعے وفاق اور وفاقی اکائیوں کے درمیان سیلز ٹیکس میں ہم آہنگی لانے کی ایف بی آر کو کوششوں کو سراہا۔
انہوں نے ٹرانزٹ ٹریڈ مینجمنٹ نظام کی تعریف کی اور کہا کہ یہ ایک اہم اقدام ہے جس کی تکمیل کے بعد وسطی ایشیاء سے جنوبی ایشیاء پر مشتمل سار خطہ ایک دوسرے سے منسلک ہو جائے گا۔ انہو ں نے مزید کہا کہ سمگلنگ کی روک تھام حکومت وقت کی اولین ترجیح ہے اور وزیر اعظم اس حوالے سے نہایت سنجیدہ ہیں۔ انہوں نے وسائل کی کمی کے باوجود ایف بی آر کی سمگلنگ کی روک تھام کے حوالے سے کی جانے والی کوششوں کی تعریف کی۔ انہوں نےفرائض کی ادائیگی کے دوران شہید ہو جانے والے کسٹمز اہلکاروں کو خراج تحسین پیش کیا۔ آخر میں وزیر خزانہ نے اس امید کا اظہا ر کیا کہ ایف بی آر 5.8 کھرب کا ہدف نہ صرف حاصل کرے گا بلکہ اس ہدف سے بڑے مارجن سے تجاوز کرے گا۔
اس سے پیشترچئیرمین ایف بی آر ڈاکٹر محمد اشفاق احمد نے وفاقی وزیر برائے خزانہ و ریونیو کا ایف بی آر آنے پراستقبال کیا۔ انہو ں نے کہا کہ وزیر خزانہ کے ساتھ ہونے والے اس سیشن کی بدولت ایف بی آر افسران کو ان کے ویثرن کو سمجھنے میں مدد ملے گی اور افسران ان کے ویثرن کی تکمیل کے لئے عملی اقدامات اٹھائیں گے۔ چئیر مین ایف بی آر نے کہا کہ حکومت کی اولین ترجیح تجارت اور بزنس کو فروغ دینا ہے باالخصوص چھوٹے اور درمیانے درجہ کے کاروبار کے لئے قوانین اور طریقہ کار میں آسانی لانا ہے تاکہ معاشی سرگرمیاں تیز ہو سکیں۔ اس ویثرن کا ادراک کرتے ہوئے ایف بی آر نے بہت سے ٹھوس اقدامات اٹھائے ہیں۔
چئیرمین ایف بی آر نے وزیر خزانہ کے ویثرن کی تعریف کرتے ہوئے کہا کہ ان کی لیڈرشپ میں معاشی استحکام کا حصول ممکن ہوا ہے جو کہ اس سے پہلے کافی حد تک ناممکن نظر آ رہا تھا۔ انہوں نے کہا کہ اس معاشی استحکام کی وجہ سے خوشحالی آئے گی ، روزگار میں اضافہ ہو گا اور لوگ معاشی طور پر خوشحال ہوں گے۔
اپنی تقریر کے اختتام پر چئیرمین ایف بی آر نے وفاقی وزیر خزانہ کو یقین دہانی کرائی کہ ایف بی آر رواں سال 5.8 کھرب روپے کے تعاقب کے محصولات کو یقنی بنانے کے لئے ہر ممکن کوشش بروئے کار لائے گا۔
