In a first of its kind operation, the Anti Benami Initiative (ABI) Zone – I, Islamabad confiscated a luxury five-door vehicle from a residential premise in the capital. Initial clue to this vehicle’s benami ownership was traced from Excise Office Islamabad Capital Territory. The suspected benami owner was not enrolled with FBR and upon enquiry he disowned the vehicle and disclosed that he was just a driver whose CNIC was used by the beneficial owner of the vehicle.
After completion of enquiry and investigation, a reference was filed to the Adjudicating Authority which was decided in favor of ABI. Whereabouts of the vehicle were traced to a house in Islamabad which was subsequently searched, and, on 2nd June 2021, the vehicle was confiscated / impounded with the help of local Law Enforcement Agencies (LEAs) under the Benami Transactions Prohibition Act 2017.
In accordance with the directions of the Prime Minister, momentum against benami assets accelerated in June 2019 with the inception of Anti Benami Zones across Pakistan. The three newly created zones, while functioning under the supervision of a Directorate General, have so far filed more than 90 references containing various categories of assets including shares, bank accounts, vehicles, land, and buildings etc. Among them are 33 vehicles which shall be confiscated as soon as these references attain finality under the law.

اینٹی بے نامی زون-I اسلام آباد نے پہلی نوعیت کے آپریشن میں اسلام آباد میں واقع گھر کی حدود سے لگثری گاڑی کو ضبط کر لیا۔گاڑی کی بے نامی ملکیت کے بارے میں ابتدائی معلومات ایکسائز دفتر اسلام آباد سے حاصل ہوئیں۔مشتبہ بے نامی مالک کاایف بی آر میں اندراج نہیں تھا۔ تفتیش کرنے پر پتہ چلا کہ گاڑی اس گھر کے ڈرائیور کے شناختی کارڈ کو استعمال کرکے اس کے نام درج کی گئی تھی جبکہ گاڑی کا اصل مالک کو ئی اور تھا۔
تفتیش مکمل ہونے پر ایڈجیوڈیکیٹنگ اتھارٹی کو ریفرنس بھیجا گیا جو کہ اینٹی بے نامی زون –Iکے حق میں آیا۔جب گاڑی کی ملکیت کا سراغ اسلام آباد میں واقع ایک گھر سے ملا تو بعد میں مقامی قانون نافذ کرنے والے ادارے کی مدد سے بے نامی ٹرانزیکشن ممنوعہ ایکٹ 2017کے تحت گاڑی کو ضبط کر لیا گیا۔
وزیراعظم کی ہدایات کی تعمیل میں بے نامی جائیدادوں کے خلاف کاروائیاں تیز کرنے کے لئے ملک بھر میں جون 2019 میں اینٹی بے نامی زونز کی تشکیل کی گئی۔ڈائیریکٹوریٹ جنرل کی زیر نگرانی تین نئے تشکیل کردہ زونز نے اب تک بے نامی جائیدادوں کی مختلف کیٹیگریز جیسے شئیرز، بینک اکاؤنٹس، گاڑیوں، زمین اور تعمیرات کے خلاف 90 ریفرنسز فائل کئے ہیں۔ ان ریفرنسز میں سے 33 ریفرنسز گاڑیوں سے متعلقہ ہیں جن کو قانون کے تحت ریفرنسز مکمل ہونے پر کاروائی کرتے ہوئے ضبط کیا جائے گا۔
