Mr. Asim Ahmad, Secretary Revenue Division / Chairman FBR visited Large Taxpayers Office (LTO) and Customs House Karachi on Saturday.
During his meeting at LTO, Chairman FBR reviewed the performance of all Chief Commissioners vis-à-vis targets assigned for the month of December, 2022. Detailed presentations, outlining the projection and strategy for achieving the budgetary target for the current month were given by all Chief Commissioners Inland Revenue. The CCIRs also presented workable strategies for achieving the target set for December, 2022 as well as for the 2nd quarter of the Financial Year 2022-23.
The Chairman FBR directed all CCIRs to effectively safeguard the revenue and meet the budgetary targets fixed both for the current month and 2nd quarter ending 31st December, 2022. The Chairman FBR reiterated that facilitation of taxpayers will ensure successful implementation of the policies of FBR. He added that pending issues of the taxpayers must be resolved on priority. The Chairman also directed the CCIRs to effectively pursue the pending revenue cases in the courts to safeguard the revenue.
Later on, Chairman FBR chaired a meeting of Chief Collectors and Director Generals of Customs at Customs House Karachi. The Chairman stressed upon the Customs field formations to devise a comprehensive strategy to achieve the over all revenue targets set for the month of December so that the first half of current financial year ends on a high note. Chief Collectors informed that in the last five months the Customs field formations have strived hard to achieve the revenue targets despite import compression on account of multiple regulations introduced by the Government to address the current account deficit issue.
Chairman FBR was also informed about the efforts being made to curb the mis-invoicing/under invoicing phenomenon by revolutionizing the valuation methods and assessment approach. In this regard multiple valuation rulings have been revised besides issuance of several new valuation rulings.
The anti-smuggling policy also came under discussion and the august forum was apprised that zero tolerance policy has been adopted to curb the menace of smuggling as well as to safeguard the border areas from this phenomenon.

.سیکریٹری ریونیو ڈویژن / چیئرمین ایف بی آر عاصم احمد نے ہفتے کو لارج ٹیکس پیئرز آفس اور کسٹمز ہاؤس کراچی کا دورہ کیا ایل ٹی او میں میٹنگ کے دوران، چیئرمین ایف بی آر نے دسمبر 2022 کے مہینے کے لیے تفویض کردہ اہداف کے حوالے سے تمام چیف کمشنرز کی کارکردگی کا جائزہ لیا۔ تمام چیف کمشنرز ان لینڈ ریونیو نے دسمبر 2022 کے ساتھ ساتھ مالی سال 23-2022 کی دوسری سہ ماہی کے لیے مقرر کردہ اہداف کو حاصل کرنے کے لیے قابل عمل حکمت عملی بھی پیش کی۔
چیئرمین ایف بی آر نے تمام چیف کمشنرز کو ریونیو کو مؤثر طریقے سے محفوظ کرنے اور موجودہ مالی سال کے بجٹ اہداف کو حاصل کرنے کیلۓ ہدایات جاری کیں۔ چئرمین ایف بی آر نے کہا کہ ٹیکس دہندگان کی سہولت کاری سے ایف بی آر کی پالیسیز کامیابی سے نافذ کی جا سکیں گی۔ انہوں نے مزید کہا کہ ٹیکس دہندگان کے زیر التوا مسائل کو ترجیحی بنیادوں پر حل کیا جائے۔ چیئرمین نے چیف کمشنرز کو مزید ہدایت کی کہ وہ ریونیو کے تحفظ کے لیے عدالتوں میں زیر التواء کیسز کی مؤثر طریقے سے پیروی کریں۔
بعد ازاں چیئرمین ایف بی آر نے کسٹمز ہاؤس کراچی میں چیف کلکٹرز اور کسٹمز کے ڈائریکٹر جنرلز کے اجلاس کی صدارت کی۔ چیئرمین نے کسٹمز فیلڈ فارمیشنز پر زور دیا کہ وہ دسمبر کے مہینے کے لیے مقرر کردہ
تمام ریونیو کے اہداف کو حاصل کرنے کے لیے ایک جامع حکمت عملی وضع کریں تاکہ رواں مالی سال کی پہلی ششماہی شاندار طریقے سے ختم ہو۔ چیف کلکٹرز نے بتایا کہ گزشتہ پانچ مہینوں میں کسٹمز فیلڈ فارمیشنز نے کرنٹ اکاؤنٹ خسارے کے مسئلے کو حل کرنے کے لیے حکومت کی جانب سے متعارف کرائے گئے متعدد ضوابط کی وجہ سے درآمدی دباؤ کے باوجود محصولات کے اہداف حاصل کرنے کے لیے بھرپور کوشش کی ہے۔
چیئرمین ایف بی آر کو غلط انوائسنگ/انڈر انوائسنگ کے رجحان کو روکنے کے لیے کی جانے والی کوششوں کے بارے میں بھی آگاہ کیا گیا۔ اس سلسلے میں کئی نئے ویلیو ایشن رولنگز کے اجراء کے علاوہ متعدد ویلیویشن رولز پر نظر ثانی کی گئی ہے۔
اجلاس کے دوران انسداد اسمگلنگ پالیسی بھی زیر بحث آئی اور فورم کو آگاہ کیا گیا کہ اسمگلنگ کی لعنت کو روکنے اور سرحدی علاقوں کو اس رجحان سے بچانے کے لیے زیرو ٹالرنس کی پالیسی اپنائی گئی ہے۔
