The Commissionerate of Anti-Benami Initiative (ABI), Islamabad, has confiscated its first-ever immovable properties, Plot No. 168-A (Corner), area 816 sq yards and Plot No. 174-A (Corner), area 991 sq yards, Block H, Pakistan Employees Cooperative Housing society (PECHS) under Benami Transactions (Prohibition) Act, 2017. These plots have been officially transferred to the Federal Government of Pakistan, with all rights and titles now vest in the Federal Government.
The investigation commenced following a complaint indicating potential benami ownership of the aforesaid properties. Upon inquiry, it was revealed that the individual listed as the owner was not registered with the Federal Board of Revenue (FBR) and disclaimed any knowledge of these properties. The Benamidar has stated that her Computerized National Identity Card (CNIC) has been misused for registration of these plots.
Subsequent to a thorough investigation, a reference was filed before the Benami Adjudicating Authority Bench-I Islamabad, and the case was decided in favor of the Benami Zone-I, Islamabad. Moreover, the Adjudicating Authority has also issued confiscation order of these properties. Following the completion of all legal procedures, the properties were confiscated with the assistance of local law enforcement agencies.
This action aligns with the government’s intensified efforts against benami assets, which gained momentum in July 2019 with the establishment of three Ani-Benami Zones across the country. These zones, operating under the supervision of a Directorate General ABI, have filed over 187 references involving various categories of assets, including shares, bank accounts, vehicles, land and buildings. The ABI Zone-I, Islamabad, has been actively involved in identifying and investigating benami properties in the Province of KP, Civil Division of Rawalpindi and Islamabad Capital Territory.
The successful confiscation of these plots mark a significant step in the government ongoing campaign to eliminate benami transactions, non-documentation of economy, detect/catch the ill-gotten and untaxed money, curb white collar crimes and generate resources for the state.

کمشنریٹ برائے انسداد بے نامی اقدام نے پہلی بار بے نامی لین دین ( Prohibition ) ایکٹ2017 کے تحت بے نامی غیر منقولہ جائیدادیں ضبط کی ہیں۔ ان میں پلاٹ نمبر-A 168 ( کارنر )، رقبہ 816 مربع گز، اور پلاٹ نمبر-A 174 ( کارنر )، رقبہ 991 مربع گز، بلاک H، پاکستان ایمپلائز کوآپریٹو ہاؤسنگ سوسائٹی (PECHS) شامل ہیں۔ یہ پلاٹ باقاعدہ طور پر حکومت پاکستان کے نام منتقل کر دیے گئے ہیں اور ان کے جملہ حقوق و اختیارات اب وفاقی حکومت کے پاس ہیں۔
تحقیقات کا آغاز ایک شکایت موصول ہونے پر کیا گیا جس میں مذکورہ جائیدادوں کی ممکنہ بے نامی ملکیت کی نشاندہی کی گئی تھی۔ تفتیش کے دوران یہ بات سامنے آئی کہ جس خاتون کو ان جائیدادوں کی مالک ظاہر کیا گیا تھا، وہ ایف بی آر کے پاس رجسٹرڈ نہیں تھی اور اس نے ان جائیدادوں سے لاعلمی کا اظہار کیا۔ ممکنہ بے نامی دار خاتون نے بتایا کہ اس کا قومی شناختی کارڈ ان پلاٹوں کی رجسٹریشن کے لیے غلط طو ر پر استعمال کیا گیا ہے۔
مکمل تحقیقات کے بعد معاملہ بے نامی عدالتی اتھارٹی بینچ-1 اسلام آباد میں دائر کیا گیا جہاں کیس کا فیصلہ بے نامی زونI- اسلام آباد کے حق میں کیا گیا۔ مزید برآں عدالتی اتھارٹی نے ان جائیدادوں کی ضبطی کا حکم بھی جاری کیا۔ تمام قانونی تقاضے پورے ہونے کے بعد قانون نافذ کرنے والے مقامی اداروں کی مدد سے جائیدادیں ضبط کر لی گئیں۔
یہ اقدام حکومت کی بے نامی اثاثوں کے خلاف جاری سخت کارروائیوں سے ہم آہنگ ہے جو جولائی 2019 میں ملک بھر میں تین انسداد بے نامی زونز کے قیام کے ساتھ تیزی سے عمل میں لائی گئیں ۔ان زونز نے ڈائریکٹوریٹ جنرل انسداد بے نامی اقدام کی نگرانی میں کام کرتے ہوئے اب تک بے نامی اثاثہ جات کے 187 سے زائد مقدمات دائر کئے ہیں، جن میں شیئرز، بینک اکاؤنٹس، گاڑیاں، زمینیں اور عمارتیں شامل ہیں۔ انسداد بے نامی اقدام زون- I، اسلام آباد، خیبر پختونخوا، راولپنڈی کے سول ڈویژن اور اسلام آباد کیپیٹل ٹیریٹری میں بے نامی جائیدادوں کی شناخت اور تحقیقات میں سرگرم عمل ہے۔
ان پلاٹوں کی کامیاب ضبطی حکومت کی بے نامی لین دین کے خاتمے، غیر دستاویزی معاشی سرگرمیوں پر قابو پانے، ناجائز اور بغیر ٹیکس ادا کی گئی رقوم کی نشاندہی و گرفت، وائٹ کالر جرائم کی روک تھام اور ریاست کے لیے وسائل تلاش کرنے کی مہم میں ایک اہم پیش رفت ہے۔
