January 15, 2026: Pakistan Customs has achieved a historic and industry-wide breakthrough by ensuring the application of official bank exchange rates for shipping charges, effectively ending the long-standing practice of arbitrary and excessive billing by international shipping lines.
The All-Pakistan Shipping Association (APSA), through a formal communication on 12 January 2026, has confirmed that all member shipping lines are now charging shipping fees strictly on the basis of exchange rates provided by their respective authorized commercial banks, in accordance with State Bank of Pakistan (SBP) regulations.
This decisive development follows sustained engagement by a high-level committee constituted by Pakistan Customs, which held extensive consultations with shipping agents, terminal operators, trade bodies, and international shipping lines. As a key milestone, Maersk—the largest shipping line operating in Pakistan and handling nearly 26 percent of the country’s total cargo—earlier began applying official bank exchange rates, setting a benchmark for the rest of the industry.
Written confirmations of compliance have been received from major international shipping lines and their local agents, including Hapag-Lloyd, Ocean Network Express (ONE), COSCO Shipping, CMA CGM, Mediterranean Shipping Company (MSC), OOCL, and United Marine Agencies, among others, establishing full industry-wide adherence to SBP-compliant exchange rates.
For several years, traders and exporters had raised serious concerns regarding the arbitrary application of inflated dollar exchange rates by shipping lines, often far exceeding SBP-notified rates. This practice significantly increased the cost of doing business, adversely impacted export competitiveness, and created uncertainty in shipping charges.
The initiative is expected to substantially reduce cost pressures on traders and exporters, improve transparency and predictability in shipping charges, and restore confidence within the business community.
This achievement underscores FBR’s firm commitment to safeguarding legitimate trade, promoting ease of doing business, and supporting Pakistan’s export-led economic growth through effective regulatory oversight and stakeholder engagement.

پاکستان کسٹمز نے ایک تاریخی کامیابی حاصل کرتے ہوئے جہاز رانی کی صنعت کے لئے سرکاری بینک کی شرح مبادلہ کے مطابق شپنگ چارجز (Shipping Charges) نافذ کردیئے ہیں ۔ جس کے نتیجے میں بین الاقوامی شپنگ لائنز (Shipping Lines)کی جانب سے من مانی اور حد سے زیادہ بلنگ کی پریکٹس کا خاتمہ ہو گیا ہے۔
آل پاکستان شپنگ ایسوسی ایشن نے 12 جنوری 2026 کو تحریری طور پر باضابطہ تصدیق کی ہے کہ اس کی تمام رکن شپنگ لائنز (Shipping Lines )اب اسٹیٹ بینک آف پاکستان کے ضوابط کے مطابق اپنے متعلقہ مجاز کمرشل بینکوں کی جانب سے فراہم کردہ شرح مبادلہ کی بنیاد پر ہی شپنگ فیس(Shipping Fee) وصول کر رہی ہیں۔
یہ پیش رفت پاکستان کسٹمز کی جانب سے قائم کردہ ایک اعلیٰ سطحی کمیٹی کی مسلسل کاوشوں کا نتیجہ ہے جس نے شپنگ ایجنٹس، ٹرمینل آپریٹرز، تجارتی تنظیموں اور بین الاقوامی شپنگ لائنز کے ساتھ تفصیلی مشاورت کی۔
ایک اہم سنگِ میل کے طور پر پاکستان میں کام کرنے والی سب سے بڑی شپنگ لائن ، مرسک (Maersk) جوکہ ملک کا تقریباً 26 فیصد مجموعی کارگو ہینڈل (Handle) کرتی ہے، نے پہلے ہی سے سرکاری بینک کی شرح مبادلہ کا اطلاق شروع کر دیا ہے جس سےجہاز رانی کی پوری صنعت کے لیے ایک معیار قائم ہوا ہے۔
بڑی بین الاقوامی شپنگ لائنز اور ان کے مقامی ایجنٹس، جن میں Hapag-Lloyd، Ocean Network Express (ONE)، COSCO Shipping، CMA CGM، Mediterranean Shipping Company (MSC)، OOCL اور United Marine Agencies سمیت دیگر کمپنیوں کی جانب سے تحریری طور پر کمپلائنس کی تصدیق موصول ہو چکی ہے جس میں بتایا گیا ہے کہ جہاز رانی کی پوری صنعت میں سٹیٹ بینک آف پاکستان کی شرح مبادلہ پر مکمل عمل درآمد کیا جا رہا ہے ۔
گذشتہ کئی برس سے تاجر اور برآمد کنندگان شپنگ لائنز کی جانب سے ڈالر کے مبالغہ آمیز اور من مانی شرح مبادلہ کے اطلاق پر شدید تحفظات کا اظہار کر رہے تھے جو اکثر سٹیٹ بینک آف پاکستان کی جانب سے اعلان کردہ شرح مبادلہ سے کہیں زیادہ ہوتے تھے۔ اس سے کاروباری لاگت میں خاطر خواہ اضافہ ہوا، برآمدات میں کاروباری مسابقت متاثر ہوئی اور شپنگ چارجزکے حوالہ سے غیر یقینی صورتحال پیدا ہوئی۔
توقع ہے کہ اس اقدام سے تاجروں اور برآمد کنندگان پر لاگت کے دباؤ میں خاطر خواہ کمی آئے گی، شپنگ چارجز (Shipping Charges)میں شفافیت ہوگی اور کاروباری برادری کا اعتماد بحال ہوگا۔
یہ کامیابی ایف بی آر کے اس پختہ عزم کی عکاس ہے کہ وہ قانونی تجارت کے تحفظ، کاروبار کرنے میں آسانیاں لانے کے لیے سرگرم عمل ہے اور مؤثر قانونی نگرانی اور اسٹیک ہولڈرز (Stakeholders) کے ساتھ رابطے کے ذریعے پاکستان کی برآمدات پر مبنی معاشی ترقی کے لئے ہر ممکن کوشش جاری رکھے گا۔
