Federal Board of Revenue has demonstrated a remarkable revenue collection performance in the first six months of the current financial year 2022-23 and has collected Rs. 3428 billion for the first six months against Rs. 2929 billion collected in the corresponding period of last year depicting an increase of 17%. FBR collected Rs. 740 billion for the month of December 2022 against Rs. 599 billion in the same month last year showing an impressive growth of almost 24% as compared to the same month last year. This performance is despite huge import compression and zero rating on petroleum.

 

Direct taxes collection continues to grow at a robust pace, which has shown growth of 66% during the month of December 2022 compared to December 2021, a clear indicator of the policy of shifting tax burden on wealthy and affluent. Direct taxes collection for the first six months has also registered an unprecedented growth of 49%. This was achieved despite the fact that certain policy interventions having revenue impact of Rs. 250 billion introduced through Finance Act 2022 could not be implemented as these are subjudice in the courts. Target for the month of December was Rs. 965 billion which could not be achieved due to the aforementioned reason.

 

The revenue collection performance is also exceptional when viewed in the context that FBR has also issued refunds of Rs.176 billion during the first half of the current financial year as against Rs. 149 billion during corresponding period of last year.

 

​​FBR also appreciates all those taxpayers who contributed to this collection and recognizes the endeavors of all field formations and officers for their untiring efforts and commitment to optimize revenue collection in difficult times where taxes on imports have been showing negative growth. The revenue collection figures are clear indicators for the achievement of the assigned revenue targets for current financial year. This unprecedented growth in tax revenues, especially direct taxes underscore the resolve of the Government and FBR to make Pakistan a thriving nation. FBR hopes that when import restrictions are eased and court cases come to a logical conclusion, the lost revenue will also be retrieved during the current fiscal year.

 

ایف بی آر کا دسمبر 2021 کے مقابلے میں دسمبر 2022 کے مہینے کے دوران براہ راست ٹیکسوں کی وصولی میں 66 فیصد کا غیر معمولی اضافہ 

فیڈرل بورڈ آف ریونیو نے رواں مالی سال 23-2022 کے پہلے چھ مہینوں میں شاندار کارکردگی کا مظاہرہ کرتے ہوۓ 3428 ارب روپے کا ریونیو اکٹھا کیا ہے جو کہ پچھلے سال کی نسبت %17 زیادہ ہے جبکہ گذشتہ سال اسی عرصے کے دوران 2929 ارب روپے کا ریونیو اکٹھا کیا گیا تھا۔ ایف بی آر نے دسمبر 2022 میں 740 ارب روپے کا ریونیو اکٹھا کیا ہے جو کہ پچھلے سال کی نسبت %24 فیصد زیادہ ہے جبکہ پچھلے سال اسی مہینے میں 599 ارب روپے کا ریونیو وصول کیا گیا تھا۔ ایف بی آر نے امپورٹ کمپریشن اور پٹرولیم مصنوعات پر زیرو ریٹنگ کے باوجود یہ متاثر کن کارکردگی دکھائی ہے۔

 

براہ راست ٹیکسوں کی وصولی میں بھی لگاتار اضافہ ہو رہا ہے جس میں دسمبر 2021 کے مقابلے میں دسمبر 2022 کے مہینے کے دوران %66 اضافہ ہوا ہے۔ یہ امیر افراد پر ٹیکس کے بوجھ کو منتقل کرنے کی پالیسی کا واضح اشارہ ہے۔ موجودہ مالی سال کے پہلے چھ مہینوں میں براہ راست ٹیکسوں کی وصولی میں 49 فیصد کا اضافہ ریکارڈ کیا گیا ہے۔ یہ اضافہ فنانس ایکٹ 2022 کے ذریعے  متعارف کراۓ گئے 250 ارب روپے ریونیو اقدامات پر عملدرآمد نہ ہونے کے باوجود حاصل کیا گیا ہے کیونکہ یہ معاملات عدالتوں میں زیر سماعت ہیں۔ دسمبر 2022 کے مہینے کا ہدف جو کہ 965 ارب روپے تھا مذکورہ وجہ سے حاصل نہیں ہو سکا۔ 

 

رواں مالی سال کی پہلی ششماہی کے دوران ایف بی آر نے 176 ارب روپے کے ریفنڈز جاری کیے ہیں جبکہ گذشتہ سال اسی مدت کے دوران 149 ارب روپے کے ریفنڈز جاری کیۓ گئے تھے۔ 

 

ایف بی آر تمام ٹیکس دہندگان، فیلڈ فارمیشنز اور افسران کی انتھک کوششوں کو سراہتا ہے جنہوں نے مشکل حالات کے باوجود ریونیو اکٹھا کرنے میں اپنا کردار ادا کیا۔ محصولات کی وصولی کے اعداد و شمار موجودہ مالی سال کے لیے مقرر کردہ اہداف کے حصول کی طرف واضح اشارہ ہیں۔ ٹیکس ریونیو میں یہ بے مثال اضافہ بالخصوص براہ راست ٹیکس میں اضافہ حکومت اور ایف بی آر کی پاکستان کو ایک خوشحال قوم بنانے کے عزم کی نشاندہی کرتا ہے۔ ایف بی آر کو امید ہے کہ جب درآمدی پابندیوں میں نرمی کی جائے گی اور عدالتی مقدمات منطقی انجام تک پہنچ جائیں گے تو رواں مالی سال کے دوران کھوئے ہوئے ریونیو کو بھی دوبارہ حاصل کر لیا جائے گا۔
