Federal Board of Revenue (FBR) has issued a clarification on the news item captioned as “How smuggling is bleeding Pakistan’s revenue dry” published in the Express Tribune on 25 November 2020. FBR has clarified that the reporter has used a study of 2018 pertaining to smuggling of goods, the numbers of which have become outdated due to various policy and administrative measures taken by the government. The Federal Government is fully cognizant of the issue of smuggling and its negative impact on the economy. Therefore, recently, Federal Government has introduced national counter smuggling measures.
The news item points out that around 74% of the mobile phones used in Pakistan were smuggled into the country which is factually incorrect. Pakistan Customs in coordination with PTA has introduced DIRBS (Device identification, registration & blocking system) for registration of mobile devices. Now any non-duty paid/ smuggled phones cannot be used in Pakistan without payment of due taxes and registration with PTA. During 2019-20, Pakistan Customs has collected Rs 54 billion as revenue through DIRBS without involving any human intervention and thus completely eliminating the usage of smuggled devices in Pakistan. This successful intervention has attracted huge investment in the country and now 17 companies are manufacturing mobile phones in Pakistan.
Better use of information technology and enforcement through targeted operations against smugglers, the issue of availability of smuggled items has been addressed to a large extent which has provided space for local industry. It is due to this reason that now people are moving towards setting up industry in Pakistan. Despite the current pandemic and sluggish demand, the textile industry of Pakistan is operating at full capacity due to unavailability of smuggled goods.
While mentioning about counter smuggling efforts, FBR has stated that a national steering committee on anti-smuggling headed by Secretary Interior Division with members from all Law Enforcement Agencies has been constituted which conducts regular meetings to review and maintain liaison amongst Law Enforcement Agencies (LEA). Pakistan Customs has made historic seizures amounting to Rs 23 billion in coordination and support from Law Enforcement Agencies during the first four months of the current financial year which is 43% higher than the seizures made during the corresponding period last year. Amendments have been introduced in the Customs Act 1969 to award harsh punishment including forfeiture of property, godowns used for storage of smuggled goods, penalty and imprisonment upto 10 years.
FBR has termed the news report as outdated and not relevant at this point of time.

فیڈرل بورڈ آف ریونیو نے سمگلنگ سے متعلق انگریزی روزنامہ ایکسپریس ٹریبیون میں چھپنے والی خبر پر وضاحتی پریس ریلیز جاری کی ہے ۔ وضاحت کی گئی ہے کہ اخباری رپورٹر نے سال 2018 میں اشیاء کی سمگلنگ سے متعلق جاری کردہ سٹڈی کا حوالہ دیا ہے جس میں درج شدہ اعدادو شمار حکومت کے حالیہ اقدامات کے تناظر میں فرسودہ اور پرانے ہو گئے ہیں۔ حکومت کو سمگلنگ کے ریونیو پر منفی اثرات کا بخوبی اندازہ ہے ۔حکومت نے سمگلنگ کی روک تھام کے لئے اقدامات متعارف کرائے ہیں۔
ایف بی آر نے کہا ہے کہ خبر میں رپورٹرنے لکھا ہے کہ ملک میں 74 فیصد استعمال شدہ موبائل فونز سمگل شدہ ہیں جو کہ سرا سر غلط رپورٹنگ ہے۔ پاکستان کسٹمز نے پی ٹی اے کے اشتراک سے ڈرب DIRBS نامی نظام متعارف کیا ہے تا کہ موبائل فونز کی رجسٹریشن کی جا سکے ۔ اس نظام کی بدولت کوئی بھی نان ڈیوٹی پیڈ یا سمگل شدہ فون پاکستان میں واجب الادا ٹیکسز کی ادائیگی اور پی ٹی اے سے رجسٹریشن کے بغیر استعمال نہیں ہو سکتا۔ سال 2019-20 میں پاکستان کسٹمز نے اس نظام کی بدولت 54 ارب روپے کا ریونیو حاصل کیا ہے ۔ ان کامیاب اقداما ت کی وجہ سے ملک بھر میں سرمایہ کاری کو فروغ ملا ہے اور اب سترہ کمپنیاں پاکستان میں موبائل فونز مینو فیکچر کر رہی ہیں۔
انفارمیشن ٹیکنالوجی کے درست استعمال اور سمگلرز کے خلاف کامیاب آپریشنز کی وجہ سے سمگلنگ کی روک تھام میں خاطر خواہ کامیابی حاصل ہوئی ہے جس کی وجہ سے مقامی صنعت کو فروغ ملا ہے۔ کرونا وبا کے باعث ڈیمانڈ میں کمی کے باوجود ٹیکسٹائل صنعت ملک میں فروغ پارہی ہے جس کی وجہ سمگل شدہ اشیاء کی عدم دستیابی ہے۔
سمگلنگ کی روک تھام پر لئے گئے دوسرے حالیہ اقدامات کا تذکرہ کرتے ہوئے ایف بی آر نے کہا کہ سیکریٹری داخلہ کی سربراہی میں اور دوسرے قانون نافذ کرنے والے اداروں کے ممبران پر مشتمل ایک قومی سٹیرنگ کمیٹی تشکیل دی گئی ہے جو کہ باقاعدگی سے اجلاس منعقد کرتی ہے اور سمگلنگ کی روک تھام اور تمام قانون نافذکرنے والے اداروں کے اشتراک کو یقنی بنانے کے لئے حکمت عملی ترتیب دیتی ہے۔ پاکستان کسٹمز نے رواں مالی سال کے پہلے چار ماہ میں پہلی مرتبہ 23 ارب روپے مالیت کی سمگل شدہ اشیاء ضبط کی ہیں جو کہ پچھلے سال کی نسبت 43 فیصد زائد ہے۔ کسٹمز ایکٹ 1969 میں ترامیم کی گئی ہیں تا کہ سمگلنگ کرنے والے افراد کی جائیداد اور گوداموں کی ضبطگی، جرمانہ اور دس سال تک سزا عمل میں لائی جا سکے۔ جاری کردہ خبر فرسودہ اور موجودہ حالات میں گمراہ کن ہے۔
