The Prime Minister of Pakistan has put special emphasis on the development of Balochistan Province. A dedicated body in the name National Development Council was created for up lift of province of Balochistan.
2. In this regard, first meeting of the National Development Council was held on 26.08.2019 wherein infrastructure development of Gwadar Port was given special preference. This meeting was attended by representatives of all ministries and divisions. The agenda of the meeting included improvement of security in the Border Regions, Budgetary support, Recruiting locals in public sector jobs, improving road infrastructure, development of coastal areas, establishment of special economic zones at hub, development of Gwadar Port, development of mining sector and exploration of oil and gas. Under the agenda of development of Gwadar Port, direction was given to draft transit and transhipment rules. In line with the Federal Government policy to create an investment and trade friendly atmosphere in the country, a dedicated team was constituted to draft international transhipment rules. The team keeping in view the emergent CPEC trade and to facilitate transit in general drafted the rules in the shortest possible time. After vetting by the Law Division, these Rules are being published for a review by the public and if any feedback is received, the same will be incorporated. It may be added that the Gwadar Port have already included in the Transit Rules framed under APTTA 2010.
Recently, some Afghan Businessmen have shown their intention of utilizing Gwadar Port for the transportation of Afghan Transit Cargo. Both the international transhipment and Transit will generate economic activities in the area will play a major in the development of Balochistan Province.
بین الاقوامی ٹرانس شپمنٹ قوانین کا ڈرافٹ تیار
وزیر اعظم پاکستان کی ہدایات کی روشنی میں صوبہ بلوچستان کی بہتری اور ترقی کے لئے نیشنل ڈیویلپمنٹ کونسل تشکیل دی گئی۔ نیشنل ڈیویلیپمنٹ کونسل کے پہلے اجلاس میں گوادر پورٹ کو جلد از جلد فعال بنانے پر زور دیا گیا۔ اس اجلاس میں تمام ڈویثرنز اور وزارتوں کے نمائیندگان نے شرکت کی۔ میٹنگ کے ایجنڈا میں بارڈر سکیورٹی کو بہتر کرنا، مالی امداد، لوکل افراد کو گورنمنٹ کے اداروں مین نوکریاں دینا، سٹرکوں کے جال کو بہتر کرنا، ساحلی علاقوں کی بہتری، حب میں سپیشل اکنامک زونز کی تشکیل، گوادر پورٹ کی ترقی، کان کنی سیکٹر میں بہتری اور تیل اور گیس کے ذخائر تلاش کرنا شامل تھے۔
گوادر پورٹ کی بہتری کے لئے ڈرافٹ ٹرانزٹ قوانین اور متعلقہ قوانین مرتب کرنے کا کام شروع کر دیا گیا۔ فیڈرل گورنمنٹ کی سرمایہ کاری اور تجارت کو فروغ دینے کی پالیسی کو مد نظر رکھتے ہوئے ایک خصوصی ٹیم کی تشکیل کی گئی جس کے ذمہ بین الاقوامی ٹرانس شپمنٹ قوانین کا ڈرافٹ تیار کرنا تھا۔ ٹیم نے سی پیک کے تحت ہونے والی تجارت کے باعث قلیل ترین عرصہ میں ڈرافٹ قوانین کو مرتب کر لیا۔ وزارت قانون کی تصدیق کے بعد یہ قوانین عوام کی آراء کے لئے پبلش ہو رہے ہیں۔ بہترین آراء کو قوانین کا حصہ بھی بنایا جائے گا۔
حال ہی میں کچھ افغان کاروباری افراد نے گوادر پورٹ سے افغان ٹرانزٹ کارگو کی ٹرانسپورٹیشن پر دلچسپی کا اظہار کیا ہے۔ ان اقدامات کی بدولت بلوچستان صوبہ میں ترقی کا سفر جلد ممکن ہو پائے گا۔
