On directives of the Prime Minister of Pakistan, following the start of the sugarcane crushing season for the year 2025-26, the Federal Board of Revenue (FBR) has launched an improved production monitoring system for sugar. Currently, there are five oversight systems in place, which are the Track and Trace Stamps, Automated Counters at the Hoppers for counting of the produced bags, video recording, digital eye counting, S-Track invoicing system for all the dispatches of sugar at the out gate of the sugar mills and posting of staff for overseeing the manufacturing and supervise sale of the sugar.
The efficacy of the new system is ensured by the posting of FBR personnel at each mill and monitoring of the system and personnel through integrated CCTV cameras and frequent visits by senior officers of FBR, as well as random checks by the Inland Revenue Enforcement Network (IREN) in the field. The enforcement network is working in the complete depth of the supply line and also verifying if the sugar is being sold to genuine distributors in the supply chain or is being sold to the hoarders.
In continuation of the above-mentioned actions and ongoing monitoring of sugar mills, on 04 January 2026, FBR staff posted at Safina Sugar Mills, Laliyan, District Chiniot, sealed two chutes of the mill. The action is taken due to the mill management’s failure to install the required digital eye cameras and NVR system on these chutes which are violations of track and trace rules as given in sales tax rules 2006. Consequently, the FBR team sealed both these chutes until mill management install digital eye camera and NVR camera on these chutes.
The Government of Pakistan reiterates its zero-tolerance policy against tax evasion and non-compliance in sugar sector. These actions are part of a broader campaign to enhance tax enforcement in the sugar sector and protect government revenue. Strict monitoring and swift action will continue to ensure adherence to the law even after the close of crushing season to ensure the regular supply of sugar to the end consumers after recovery of tax due.

وزیرِ اعظم پاکستان کی ہدایات پر سال 2025-26 کے لیے گنے کے کرشنگ سیزن کے آغاز کے بعد فیڈرل بورڈ آف ریونیو نے چینی کی پیداوار کی نگرانی کے لیے ایک جدید اور مؤثر مانیٹرنگ سسٹم متعارف کرایا ہے۔ اس وقت شوگر سیکٹر میں نگرانی کے پانچ نظام نافذ العمل ہیں جن میں ٹریک اینڈ ٹریس اسٹیمپس(Track and Trace Stamps)، چینی کی بوریوں کی گنتی کے لیے ہوپرز پر خودکار کاؤنٹرز، ویڈیو ریکارڈنگ، ڈیجیٹل آئی کاؤنٹنگ(Digital Eye Counting)، شوگر ملز کے آؤٹ گیٹ پر چینی کی تمام ترسیل کے لیے ایس-ٹریک انوائسنگ سسٹم(S-Track Invoicing System)، اور چینی کی تیاری و فروخت کی نگرانی کے لیے عملے کی تعیناتی شامل ہے۔
اس نئے نظام کو موثر بنانے کے لیے ہر شوگر مل میں ایف بی آر کے اہلکار تعینات کیے گئے ہیں اور انٹیگریٹڈ سی سی ٹی وی کیمروں کے ذریعے پورے سسٹم اور عملے کی نگرانی کی جا رہی ہے۔ اس کے علاوہ ایف بی آر کے سینئر افسران باقاعدگی سے شوگر ملوں کے دورے کررہے ہیں اور ان لینڈ ریونیو انفورسمنٹ نیٹ ورک (IREN) کی جانب سے چیکنگ بھی کی جا رہی ہے۔ یہ انفورسمنٹ نیٹ ورک سپلائی لائن کے سارے عمل کی نگرانی کررہا ہے اور اس امر پر بھی نگاہ رکھے ہوئے ہے کہ آیا چینی مستند ڈسٹری بیوٹرز کو فروخت کی جا رہی ہے یا ذخیرہ اندوزوں کو فراہم کی جا رہی ہے۔
مندرجہ بالا اقدامات اور شوگر ملز کی مسلسل نگرانی کے تسلسل میں 04 جنوری 2026 کو سفینہ شوگر ملز لالیان ضلع چنیوٹ میں تعینات ایف بی آر کے عملے نے مل کی دو چیوٹس(Chutes) کو سیل کر دیا جن پر مل انتظامیہ نے مطلوبہ ڈیجیٹل آئی کیمرے اور این وی آر سسٹم نصب نہیں کیے تھے، جو کہ سیلز ٹیکس رولز 2006 کے تحت ٹریک اینڈ ٹریس قوانین کی خلاف ورزی ہے۔ چنانچہ ایف بی آر ٹیم نے ان دونوں چیوٹس (Chutes) کو اس وقت تک کے لیے سیل کر دیا ہے جب تک مل انتظامیہ ان پر ڈیجیٹل آئی کیمرے اور این وی آر نصب نہیں کر لیتی۔
حکومتِ پاکستان شوگر سیکٹر میں ٹیکس چوری اور نان کمپلائنس کے خلاف زیرو ٹالرنس پالیسی کا اعادہ کرتی ہے۔ یہ اقدامات شوگر سیکٹر میں ٹیکس انفورسمنٹ کو مضبوط بنانے اور سرکاری محصولات کے تحفظ کے لیے ایک وسیع مہم کا حصہ ہیں۔ کرشنگ سیزن کے اختتام کے بعد بھی سخت نگرانی اور بروقت کارروائی کا سلسلہ جاری رہے گا تاکہ قانون پر مکمل عمل درآمد کو یقینی بنایا جا سکے اور واجب الادا ٹیکس کی وصولی کے بعد صارفین کو چینی کی باقاعدہ فراہمی برقرار رکھی جاسکے۔
