In its monthly meeting held at FBR (HQs) on Saturday, Board-in-Council (BIC) discussed various agenda items and made some very important decisions. For the first time ever in the organization's history, the BIC unanimously agreed to establish Toshakhana under the relevant rules and guidelines of Cabinet Division. The BIC also discussed the existing rules regarding the acceptance and disposal of gifts. After thorough deliberations, it was decided to notify procedures with regards to  inventory management and display of the gifts received from dignitaries/guests during official meetings and visits.

 

It was further decided that all officers of FBR would voluntarily declare and deposit gifts received by them. The minimum threshold for gifts has been determined to be Rs. 10,000 for FBR instead of Rs. 30,000, currently fixed for the other divisions of the Federal Government. The only exception to these rules is applicable on shields and gifts that have an individual’s name engraved. It was also agreed that gifts so far declared will be disposed of as per applicable rules and regulations.

 

Furthermore, the BIC also approved  the new nomenclature for FATE Wing which will now be known as Public Relations Wing. Likewise, the two training directorates of Inland Revenue Service and Pakistan Customs, FBR have got their new names, IRS Academy and Pakistan Customs Academy, respectively.

ایف بی آر کی بورڈ اِن کونسل کی جانب سے  چند اہم فیصلے

ایف بی آر( ہیڈ کوارٹرز ) میں ہفتہ کے روز منعقدہ  ماہانہ اجلاس میں بورڈ اِن کونسل(بی آئی سی) نے مختلف ایجنڈا آئٹمز پر تبادلہ خیال کیا اور چند انتہائی اہمیت کے حامل فیصلے کئے۔ ادارے کی تاریخ میں پہلی مرتبہ  بی آئی سی نے متفقہ طور پر کابینہ ڈویژن کے متعلقہ قواعد و ضوابط کے تحت توشہ خانہ قائم کرنے پر اتفاق کیا۔بی آئی سی نے تحائف کی قبولیت اور تصرف کے حوالے سے موجودہ قواعد پر بھی تبادلہ خیال کیا۔ مکمل غور و خوض کے بعد یہ طے کیا گیا کہ سرکاری ملاقاتوں اور دوروں کے دوران مختلف معززین/مہمانوں کی طرف سے ملنے والے تحائف کی انوینٹری مینجمنٹ اور نمائش کے حوالے سے طریقہ کار جاری کیا جائے ۔

مزید یہ فیصلہ کیا گیا کہ ایف بی آر کے تمام افسران ملنے والے تحائف کا اعلان اور انہیں جمع کرائیں گے۔ تحائف کی کم از کم حد ایف بی آر کیلئے دس ہزارروپے مقرر کی گئی ہے جبکہ فی الوقت وفاقی حکومت کے دیگر ڈویژنز کے لیے یہ حد تیس ہزار روپے  مقرر ہے۔ ایسےشیلڈز اور تحائف ان قوانین سے مستثنیٰ ہیں جن پر کسی شخص کا نام کندہ ہوتا ہے۔ حکومتی قواعد کے مطابق اب تک کے اعلان کردہ تحائف کو پراسیس کیا جائے گا۔

مزید برآں بورڈ اِن کونسل نے فیٹ ونگ کے نئے نام کی منظوری بھی دی ہے جو اب پبلک ریلیشنز ونگ کے نام سے جانا جائے گا۔ اسی طرح اِن لینڈ ریونیو اور پاکستان کسٹمز ایف بی آر کی دو ٹریننگ ڈائریکٹوریٹس کے  نئے نام بالترتیب آئی آر ایس اکیڈمی اور پاکستان کسٹمز اکیڈمی رکھے  گئے ہیں۔
