Islamabad, October 30, 2025:- In a series of coordinated intelligence-based enforcement actions, Pakistan Customs (Enforcement) under the Chief Collectorate of Customs (Enforcement), Islamabad, has successfully dismantled multiple networks engaged in the illicit trade of smuggled cigarettes and raw materials used in illegal cigarette manufacturing. Major recoveries were made in Lahore and Hyderabad with the total value of seized goods estimated at over Rs. 1.1 billion.
Acting on credible intelligence, the Collectorate of Customs (Enforcement), Lahore, conducted a major intelligence-led operation exposing an organized network of illegal cigarette manufacturers operating under the guise of rice mills. Acting on a tip-off, Customs officers raided M/s Ayesha Rice Mills, Daska and recovered a massive consignment of acetate tow, cigarette paper, filter rods, aluminum foil, and adhesive materials - all essential inputs for the production of counterfeit and non-duty-paid cigarettes.
During follow-up investigation, another premises, M/s Nazeer Rice Mills, Daska, located nearby, was identified as a potential storage site. A detailed search revealed that the facility had been hurriedly vacated following the earlier raid. Evidence recovered from the site confirmed that the smuggled materials had been relocated to warehouses near Sundar Industrial Estate, Lahore. A coordinated team led by Mr. Arsalan Mughal, Assistant Collector, and Mr. Rashid Munir, Superintendent, carried out raids, recovering approximately 12.5 metric tons of acetate tow and over 120 metric tons of cigarette-making materials, including packaging rolls, filters, and foils.
The total market value of the seized goods is estimated at over Rs. 1 billion, making it one of the largest seizures in Pakistan’s enforcement history. The operation not only disrupted the illegal manufacturing network but also provided vital leads into the supply chain of raw materials being smuggled from abroad and distributed to unlicensed factories across Punjab.
As part of the nationwide crackdown, the Collectorate of Customs (Enforcement), Hyderabad, intensified operations against the smuggling of non-duty-paid cigarettes and illegal tobacco raw materials.

A major raid on a godown near Tando Allahyar during the night of 28th–29th October 2025, resulted in the recovery of 18,492 kg of smuggled Brazilian-origin tobacco and 433 kg of acetate tow (finished rods/filaments), valued between Rs. 45-50 million. The seized materials, which are critical inputs for unlicensed cigarette manufacturing, were secured. Investigations are underway to trace the networks’ financiers, suppliers, and manufacturing facilities.
Chairman FBR lauded the coordinated efforts of the Lahore and Hyderabad Collectorates, emphasizing that these operations reflect FBR’s strengthened resolve to combat the illicit tobacco supply chain.
These enforcement actions under the FBR Transformation Plan signify the Board’s commitment to eliminating the nexus of smuggling, tax evasion, and illegal cigarette manufacturing.
By targeting both the supply of raw materials and distribution of counterfeit cigarettes, FBR is ensuring revenue protection, fair competition, and public health safety.

والے خام مال سپلائی کے متعدد نیٹ ورکس کو ناکارہ بنا دیا گیا۔ لاہور اور حیدرآباد میں بڑی کارروائیاں عمل میں لائی گئیں۔ ضبط شدہ سامان کی مجموعی مالیت ایک ارب دس کروڑ روپے سے زائد ہے۔
کلکٹوریٹ آف کسٹمز (انفورسمنٹ) لاہور نے مصدقہ اطلاعات پر ایک بڑی کارروائی کرتے ہوئے رائس ملوں کی آڑ میں غیر قانونی سگریٹ سازی میں ملوث منظم نیٹ ورک کو بے نقاب کیا۔ کسٹمز کے افسران نے عائشہ رائس ملز ڈسکہ پر چھاپہ مارا اور بڑی مقدار میں ایسیٹیٹ ٹو(Acetate tow) ، سگریٹ سازی میں استعمال ہونے والا کاغذ، فلٹر راڈز، ایلومینیم فوائل اور چپکانے والا مواد برآمد کیا۔ یہ تمام اشیا جعلی اور بغیر ڈیوٹی کے سگریٹس تیار کرنے میں بنیادی خام مال کے طور پر استعمال ہوتی ہیں۔
مزید تحقیقات کے دوران ایک اور قریبی جگہ پر نذیر رائس ملز ڈسکہ کا سراغ ملا جسے سامان محفوظ رکھنے کے لیے استعمال کیا جا رہا تھا۔ تفصیلی تلاشی کے دوران معلوم ہوا کہ پہلے چھاپے کے دوران اس جگہ کو عجلت میں خالی کیا گیا تھا ۔ موقع سے ملنے والے شواہد سے تصدیق ہوئی کہ اسمگل شدہ مواد کو سندر انڈسٹریل اسٹیٹ لاہور کے قریب گوداموں میں منتقل کر دیا گیا تھا۔ بعد ازاں اسسٹنٹ کلکٹر ارسلان مغل اور سپرنٹنڈنٹ راشد منیر کی قیادت میں مشترکہ ٹیم نے چھاپے مار کر تقریباً ساڑھے بارہ میٹرک ٹن ایسیٹیٹ ٹو (Acetate tow) اور 120 میٹرک ٹن سے زائد سگریٹ سازی کا خام مال، بشمول پیکجنگ رولز(Packaging Roles)، فلٹرز (Filters)اور فوائلز(Foils) برآمد کیے۔
ضبط شدہ سامان کی مجموعی مالیت 1 ارب روپے سے زائد ہے جو پاکستان کسٹمزکی انفورسمنٹ کی تاریخ میں بڑی کاروائیوں میں سے ایک ہے۔ اس کارروائی سے نہ صرف غیر قانونی سگریٹ سازی کے نیٹ ورک کو شدید دھچکا پہنچا بلکہ بیرونِ ملک سے اسمگل شدہ خام مال کی سپلائی چین سے متعلق اہم شواہد بھی حاصل ہوئے جو پنجاب بھر میں غیر رجسٹرڈ فیکٹریوں تک پہنچایا جا رہا تھا۔
ملک گیر کریک ڈاؤن کے سلسلے میں کلکٹوریٹ آف کسٹمز (انفورسمنٹ) حیدرآباد نے بھی بغیر ڈیوٹی کے سگریٹس اور غیر قانونی تمباکو کے خام مال کے خلاف کارروائیاں تیز کر دیں ہیں ۔رواں ماہ کے دوران مختلف علاقوں سے متعدد آپریشنز میں تین لاکھ چھیاسی ہزار سے زائد پیکٹس (7.72 ملین اسٹکس) درآمد شدہ اور جعلی سگریٹس ضبط کی گئیں۔ جن کی مالیت کا تخمینہ ساڑھے پانچ کروڑ روپے لگایا گیا ہے۔ مزید برآں 28–29 اکتوبر 2025 کی درمیانی شب ٹنڈو اللہ یار کے قریب واقع ایک گودام پر چھاپہ مارا گیا جس کے نتیجے میں 18,492 کلو گرام برازیلی تمباکو اور 433 کلو گرام ایسیٹیٹ ٹو(Acetate tow) فلٹر راڈز ، فائبرز برآمد کرلئے گئے ۔ یہاں ضبط کی جانے والی اشیا کی مالیت کا تخمینہ ساڑھے چار سے پانچ کروڑ روپے لگایا گیا ہے۔ یہ خام مال غیر قانونی سگریٹ فیکٹریوں میں استعمال ہوتا ہے۔ نیٹ ورکس کے مالی سہولت کاروں، سپلائرز اور فیکٹریوں کا سراغ لگانے کے لیے تحقیقات جاری ہیں۔
چیئرمین ایف بی آر نے لاہور اور حیدرآباد کلکٹوریٹس کی کامیاب کارروائیوں کو سراہتے ہوئے کہا کہ یہ اقدامات غیر قانونی تمباکو سپلائی چین کے خلاف ایف بی آر کے پر عزم ہونے کی آئینہ دار ہیں۔
ایف بی آر ٹرانسفارمیشن پلان کے تحت کی گئی یہ کارروائیاں اسمگلنگ ، ٹیکس چوری اور غیر قانونی سگریٹ سازی کے گھناونے سلسلے کو توڑنے کے لیے ایف بی آر کی ٹھوس کوششوں کا ثبوت ہیں۔
خام مال کی سپلائی اور جعلی سگریٹس کی ترسیل کے خلاف سرگرمی سے کاروائیاں کرکے ایف بی آر محصولات کے تحفظ، منصفانہ مسابقت اور عوامی صحت و سلامتی کو یقینی بنا رہا ہے۔
