Prime Minister of Pakistan will inaugurate the Track and Trace system of the Federal Board of Revenue (FBR) for the sugar industry on 23rd November, 2021 at PM House, Islamabad.
The Track and Trace system will ensure electronic monitoring of manufacturing and sales of products of important sectors consisting of Tobacco, Fertilizers, Sugar and Cement. The scope of electronic monitoring ranges from manufacturing of the products to its usage by the end users, thus bringing much needed revenue for the country and preventing tax evasion in these sectors.
After rolling out electronic monitoring of Tobacco Sector, FBR is now implementing Track and Trace System in the next significant Sugar Sector which will be followed by the remaining sectors. In this regard, FBR has already issued Sales Tax General Order No-5 vide powers conferred under Section 40C (2) of the Sales Tax Act-1990 and Rule 150 ZF of the Sales Tax Rules-2006. The said STGO ordains that no Sugar Bag will be allowed to move out of a production site, factory premises or manufacturing plant without affixation of activated stamps/Unique Identification Marking (UIMs) with effect from 11th November, 2021. The Stamps/Unique Identification Markings (UIMs) are to be obtained/procured from FBR’s Licensee Ms. AJCL/MITAS/Authentix Consortium. The provisions of Section 40C (2) of the Sales Tax Act-1990 read with Rule 150 ZF of the Sales Tax Rules-2006 mandate FBR to notify the date for the implementation of Electronic Monitoring of Production and Sales of goods in the manner prescribed in the law on all manufacturing sites of notified sectors.
It is pertinent to mention that automation of processes and digitization of the economic transactions remain at the heart of the FBR’s larger vision. FBR is vigorously moving from manual systems to automated technology, which is set to bring a commendable revolutionary change in the taxation system. The Track and Trace System and many other similar initiatives and interventions are meant to increase revenues, promote transparency and thereby maximize tax compliance in Pakistan.
In the next phase, FBR is planning to cover Beverages and Petroleum sector into the Track and Trace System.
چینی سیکٹر کے لئے ایف بی آر کے ٹریک اینڈ ٹریس نظام کا افتتاح وزیر اعظم کریں گے
وزیر اعظم پاکستان 23 نومبر 2021 کو چینی سیکٹر کے لئے ایف بی آر کے ٹریک اینڈ ٹریس نظام کا افتتاح وزیر اعظم ہاؤس اسلام آباد میں کریں گے۔
ایف بی آر کا ٹریک اینڈ ٹریس نظام اہم سیکٹرز جیسے تمباکو، کھاد، چینی اور سیمنٹ کی اشیاء کی پیداوار اور فروخت کی الیکٹرانک نگرانی کو یقنی بنائے گا۔الیکٹرانک نگرانی کا دائرہ کار اشیاء کی پیداوار سے لے کر صارف کے استعمال میں آنے تک رہے گا جس کی بدولت ملکی ریونیو میں اضافہ ہو گا اور مذکورہ سیکٹرز میں ٹیکس چوری کا سد باب ہو گا۔
تمبا کو سیکٹر میں ٹریک اینڈ ٹریس نظام کے لاگو ہونے کے بعد ایف بی آر اب اگلے مرحلے میں چینی جیسے اہم سیکٹر میں اس نظام کو لاگو کرنے جارہا ہے جس کے بعد بقیہ سیکٹرز کی الیکٹرانک نگرانی میں بھی اس کو لاگو کر دیا جائے گا۔اس حوالے سے ایف بی آر نے پہلے ہی سیلز ٹیکس ایکٹ 1990 کی شق 40 سی(2) اور سیلز ٹیکس رولز 2006 کے رول 150 زیڈ ایف کے تحت سیلز ٹیکس جنرل آرڈر نمبر 5 جاری کر دیا ہے۔ سیلز ٹیکس جنرل آرڈر کے تحت 11 نومبر 2021 سے چینی کا کوئی بھی بیگ پیداواری سائٹ ، فیکٹری اور مینو فیکچرنگ پلانٹ سے سٹیمپس اور انفرادی شناختی نشان لگوائے بغیر نکالا نہیں جا سکتا۔ سٹیمپس اور انفرادی شناختی نشانات ایف بی آر کی لائیسینس ہولڈر کمپنی اے جے سی ایل /میٹاس /آتھینٹکس سے حاصل کئے جا سکتے ہیں۔سیلز ٹیکس ایکٹ 1990 کی شق 40 سی(2) اور سیلز ٹیکس رولز 2006 کے رول 150 زیڈ ایف کے تحت ایف بی آر پر ذمہ داری عائد ہوتی ہے کہ وہ نوٹیفائیڈ سیکٹرز کے تمام پیداواری مراکز پر اشیاء کی پیداوار اور فروخت کی الیکٹرانک نگرانی پر عمل درآمد کے حوالے سے تاریخ کو نوٹیفائی کرے ۔
یہاں پر یہ امر قابل ذکر ہے کہ معاشی ٹرانزیکشنز کی ڈیجیٹائیزیشن اور خو دکار نظام کے عمل کو اختیار کرنا ایف بی آر کے ویژن کا حصہ ہے۔ایف بی آر تیزی کے ساتھ مینوئیل نظام سے خودکار نظام کی طرف جا رہا ہے جس کی وجہ سے ٹیکس نظام میں قابل تعریف انقلابی تبدیلی آئی ہے۔ ٹریک اینڈ ٹریس نظام اور اسی طرح کے دوسرے اقدامات کی وجہ سے ریونیو میں اضافہ ہو گا اور شفافیت کو فروغ ملے گا جس کی وجہ سے پاکسان میں ٹیکس قوانین کی تعمیل کو یقنی بنایا جا سکے گا۔
اگلے مرحلے میں ایف بی آر ٹریک اینڈ ٹریس نظام کو مشروبات اور پٹرولیم سیکٹر میں بھی لاگو کرنے کی منصوبہ بندی کر رہا ہے۔
