A news item in a leading newspaper alleging a revenue loss of Rs.100 billion due to the launch of the Faceless Customs Assessment (FCA) system has been thoroughly rebutted by the Chairman FBR along with his team of senior customs officers during a media briefing today. The report was based on misinterpretation of a preliminary audit report of the Directorate General of Post Clearance Audit (PCA).
During a detailed media briefing, the Chairman explained that FCA was introduced in December 2024 to enhance transparency and eliminate collusion between traders and customs officials. Far from causing losses, FCA has led to a significant increase in revenue collection—nearly 30 percent higher since its launch—and a fourfold rise in contravention cases against the non-compliant traders.
The FBR team categorically denied allegations of clearance of luxury vehicles on low value, presenting documentary evidence that duties and taxes were properly assessed and collected as per notified valuation tables contrary to the news item that reported Toyota Land Cruiser was cleared under FCA against value of Rs. 10.05 million (not Rs. 17,800) and duties/taxes of Rs. 47.2 million were collected. It was also clarified that all restricted goods were cleared only after fulfilling all regulatory requirements prescribed by the import policy order.
Addressing concerns about increased dwell time, the Chairman clarified that minor delays are mainly due to external factors such as port congestion and procedural bottlenecks, and not due to the FCA mechanism itself.
The Chairman emphasized that the leaked audit observations—cited in the media report—were preliminary, exaggerated, and in some cases factually incorrect. He assured journalists that those involved in the unauthorized leakage of official reports or deliberate misreporting will be held accountable, and a special committee has already been constituted to fix responsibility.
Reaffirming the government’s commitment to transparency and reform, the Chairman concluded: “FCA is a cornerstone of FBR’s transformation plan. We will continue to strengthen this system for improved compliance, facilitation, and efficiency, while taking all necessary action against elements trying to derail these reforms.”

میڈیا بریفنگ کے دوران چیئرمین ایف بی آر نے وضاحت کی کہ دسمبر 2024 میں فیس لیس کسٹمز اسسمنٹ سسٹم شفافیت بڑھانے اور تاجروں اور کسٹمز اہلکاروں کے درمیان ملی بھگت ختم کرنے کے لیے متعارف کرایا گیا تھا۔ فیس لیس کسٹمز اسسمنٹ سسٹم سے نقصان کے بجائے ریونیو کلکشن میں نمایاں اضافہ ہوا ہے ۔ اس سسٹم کے شروع ہونے کے بعد سے ریونیو میں تقریباً تیس فیصد اضافہ ہوا ہے جبکہ نان کمپلائنٹ تاجروں کے خلاف درج کئے جانے والے مقدمات میں چار گنا اضافہ ہوا ہے۔
ایف بی آر ٹیم نے لگژری گاڑیوں کی کم قیمت پر کلیئرنس کے الزامات کو قطعی طور پر مسترد کرتے ہوئے دستاویزی ثبوت پیش کیے کہ ڈیوٹیاں اور ٹیکسز مقررہ ویلیوایشن ٹیبلز کے مطابق درست طور پر عائد اور وصول کیے گئے۔ خبر میں شائع دعوے کے برخلاف وضاحت کی گئی کہ فیس لیس کسٹمز اسسمنٹ سسٹم کے تحت ٹویوٹا لینڈ کروزر 10.05 ملین روپے (نہ کہ 17,800 روپے) کی قیمت پر کلیئر کی گئی اور 47.2 ملین روپے ڈیوٹیوں/ٹیکسز کی مد میں بھی وصول کیے گئے۔ مزیدبرآں یہ بھی بتایا گیا کہ تمام اشیاء امپورٹ پالیسی آرڈر کے تحت تمام قانونی تقاضے پورے کرنے پر کلیئر کی گیئں ۔
بندرگاہوں پر جہازوں کے لنگر انداز رہنے کے دورانیئے میں اضافے سے متعلق خدشات پر چیئرمین نے وضاحت کی کہ معمولی تاخیر فیس لیس کسٹمز اسسمنٹ سسٹم کی وجہ سے نہیں بلکہ زیادہ تر بیرونی عوامل مثلاً بندرگاہوں پر رش اور طریقہ کار کی رکاوٹوں کی وجہ سے ہوتی ہے۔
چیئرمین ایف بی آر نے کہا کہ شائع ہونے والی خبر میں جن لیک شدہ آڈٹ آبزرویشنز کا حوالہ دیاگیا وہ محض ابتدائی، مبالغہ آمیز اور بعض صورتوں میں حقائق کے منافی تھیں۔ انہوں نے صحافیوں کو یقین دلایا کہ سرکاری رپورٹس کے غیر مجاز افشا یا دانستہ غلط رپورٹنگ میں ملوث افراد کے خلاف قانونی کارروائی کی جائے گی اور اس ضمن میں ذمہ داری کا تعین کرنے کے لیے ایک خصوصی کمیٹی پہلے ہی تشکیل دی جا چکی ہے۔
شفافیت اور اصلاحات کے حکومتی عزم کو دہراتے ہوئے چیئرمین ایف بی آر نے کہا کہ فیس لیس کسٹمز اسسمنٹ سسٹم ایف بی آر کے ٹرانسفارمیشن پلان کا بنیادی ستون ہے۔ ہم کمپلائنس ، فسیلٹیشن اور کارکردگی میں بہتری لانے کے لئے اس نظام کو مزیدمضبوط کرتے رہیں گے اوراس کے ساتھ ساتھ ان عناصر کے خلاف ہر ممکن کاروائی کی جائے گی جو ان اصلاحات کو ناکام بنانے کی کوشش کر رہے ہیں۔
