The probationary officers of the 53rd Common Training Programme (CTP) along-with the faculty members including DG Civil Services Academy (CSA) Mr. Farhan Aziz Khawaja visited the Federal Board of Revenue (FBR) Headquarters as part of their pre-service training to gain an in-depth understanding of Pakistan’s revenue administration and ongoing reform initiatives. The visiting batch comprising of 136 probationery officers is currently undergoing mandatory training at Civil Services Academy, Lahore.
Upon arrival, the Probationary Officers were warmly received by FBR officials and escorted to the auditorium for a briefing session on Transformation Plan. The briefing session was chaired by the Chairman FBR Mr. Rashid Mahmood Langrial.
During the briefing, the visiting probationary officers were apprised of FBR’s mandate, organizational structure, and core functions. The FBR leadership highlighted the revenue collection framework and shared details of ongoing initiatives aimed at broadening the tax base, improving compliance, and tapping Pakistan’s true revenue potential to support sustainable economic growth.
The probationers were also comprehensively briefed on various reform measures including, inter-alia, faceless customs assessment system, digitization, risk management system, performance management system, video analytics and cargo tracking system being undertaken to transform FBR into a modern, transparent and service-oriented organization.
On the occasion, while responding to questions of young probationary officers, Chairman FBR underscored that digital transformation lies at the heart of FBR’s reform agenda. He stated that end-to-end digitalization, data-driven decision-making, automation of processes, and the gradual integration of advanced technologies, including artificial intelligence, are fundamentally reshaping tax administration. He further highlighted the measures being undertaken to promote efficiency, transparency, accountability, and merit-based career progression, thereby aligning institutional performance with national objectives.
Concluding the visit, the Director General, Civil Services Academy, expressed his appreciation for the comprehensive exposure provided to the probationary officers, noting that the visit offered valuable insights into FBR’s institutional transformation and reform journey. He added that the FBR’s home-grown structural reforms are now delivering tangible results. He described these measures as unprecedented steps toward transparency and efficiency. He also commended FBR’s leadership for building broad-based institutional and political support to address complex policy and internal challenges, and particularly acknowledged the leadership of Chairman FBR in implementing these reforms.
After the briefing session, probationary officers also visited various Wings of FBR to gain first-hand exposure to operational workflows. They showed keen interest in tax administration matters and actively engaged with officers through interactive discussions and queries. The visit concluded with exchange of souvenirs between the two sides.

53ویں کامن ٹریننگ پروگرام (CTP) کے پروبیشنری افسران نے ایف بی آر ہیڈکوارٹرز کا دورہ کیا۔ دورے کے دوران ڈائریکٹر جنرل سول سروسز اکیڈمی (سی ایس اے) فرحان عزیز خواجہ اور فیکلٹی ممبران بھی ان کے ہمراہ تھے۔ یہ دورہ پری سروس ٹریننگ کے سلسلے میں تھا جس کا مقصد پاکستان کے ریونیو انتظامی نظام اور جاری اصلاحاتی اقدامات کے بارے میں گہری آگاہی حاصل کرنا تھا۔ 136 پروبیشنری افسران پر مشتمل یہ بیچ اس وقت سول سروسز اکیڈمی لاہور میں لازمی تربیت حاصل کر رہا ہے۔
ایف بی آر پہنچنے پر پروبیشنری افسران کا پرتپاک استقبال کیا گیا اور انہیں ٹرانسفارمیشن پلان پر بریفنگ کے لیے آڈیٹوریم لے جایا گیا۔ بریفنگ سیشن کی صدارت چیئرمین ایف بی آر راشد محمود لنگڑیال نے کی۔
بریفنگ کے دوران پروبیشنری افسران کو ایف بی آر کے مینڈیٹ، تنظیمی ڈھانچے اور بنیادی فرائض کے بارے میں آگاہ کیا گیا۔ ایف بی آر کے افسران نے محصولات کی وصولی کے فریم ورک پر روشنی ڈالی اور قومی ٹیکس نیٹ کو وسعت دینے، ٹیکس قوانین پر عملدرآمد بہتر بنانے اور پائیدار معاشی ترقی کے لیے پاکستان کی حقیقی ریونیو صلاحیت کو بروئے کار لانے سے متعلق جاری اقدامات کی تفصیلات سے آگاہ کیا۔
پروبیشنری افسران کو مختلف اصلاحاتی اقدامات پر بھی تفصیلی بریفنگ دی گئی جن میں فیس لیس کسٹمز اسیسمنٹ سسٹم(Faceless Customs Assessment System)، ڈیجیٹلائزیشن، رسک مینجمنٹ سسٹم (Risk Management System)، پرفارمنس مینجمنٹ سسٹم، ویڈیو اینالیٹکس (Video Analytics)اور کارگو ٹریکنگ سسٹم(Cargo TrackingSystem) شامل ہیں جن کا مقصد ایف بی آر کو ایک جدید، شفاف اور خدمت کے جذبہ سے سرشار ادارہ بنانا ہے۔
اس موقع پر نوجوان پروبیشنری افسران کے سوالات کے جواب دیتے ہوئے چیئرمین ایف بی آر نے اس بات پر زور دیا کہ ڈیجیٹل ٹرانسفارمیشن ایف بی آر کے اصلاحاتی ایجنڈے کا مرکزی ستون ہے۔ انہوں نے کہا کہ اینڈ ٹو اینڈ ڈیجیٹلائزیشن(End to end Digitalization) ، ڈیٹا پر مبنی فیصلہ سازی، پراسسز کی آٹومیشن اور جدید ٹیکنالوجیز بشمول مصنوعی ذہانت کا بتدریج انضمام، بنیادی طور پر ٹیکس ایڈمنسٹریشن کو تبدیل کر رہا ہے۔ انہوں نے مزید بتایا کہ کارکردگی، شفافیت، احتساب اور میرٹ پر مبنی کیریئر ترقی کو فروغ دینے کے لیے اقدامات کیے جا رہے ہیں تاکہ ادارہ جاتی کارکردگی کو قومی اہداف سے ہم آہنگ کیا جا سکے۔
دورے کے اختتام پر ڈائریکٹر جنرل سول سروسز اکیڈمی نے پروبیشنری افسران کو فراہم کی گئی جامع آگاہی پر اظہارِ تشکر کیا اور کہا کہ اس دورے سے ایف بی آر کی ادارہ جاتی تبدیلی اور اصلاحاتی سفر کے بارے میں قیمتی معلومات حاصل ہوئیں۔ انہوں نے مزید کہا کہ ایف بی آر کی اپنی تیار کردہ سٹریکچرل ریفارمز (Structural Reforms) اب عملی نتائج دے رہی ہیں ۔ انہوں نے ان اقدامات کو شفافیت اور کارکردگی کی جانب ایک غیر معمولی پیش رفت قرار دیا۔ انہوں نے پالیسی کے پیچیدہ چیلنجز سے نمٹنے کے لیے ادارہ جاتی اور سیاسی سطح پر وسیع حمایت حاصل کرنے پر ایف بی آر کی قیادت کو سراہا اور بالخصوص چیئرمین ایف بی آر کے کردار کی تعریف کی۔
بریفنگ کے بعد پروبیشنری افسران نے ایف بی آر کے مختلف وِنگز کا بھی دورہ کیا ۔ انہوں نے ٹیکس ایڈمنسٹریشن سے متعلق امور میں گہری دلچسپی ظاہر کی اور افسران سے سوال و جواب اور تبادلۂ خیال میں بھرپور حصہ لیا۔ دورے کے اختتام پر دونوں جانب سے یادگاری شیلڈز کا تبادلہ بھی کیا گیا۔ *
