December 12, 2025 : In a major crackdown on the illicit tobacco trade, the Regional Tax Office (RTO) Abbottabad has seized a fully operational illegal cigarette manufacturing setup, including high-capacity MK-8 cigarette-making machines, a packing unit, stamping and bundle-making equipment, and substantial quantities of tow, packaging material, and non-duty-paid cigarettes. The manufacturing facility was found running inside the hujra of a politically influential individual. All machinery and illicit products have been confiscated, and legal proceedings have been initiated under the Federal Excise Act, 2005.
The successful enforcement action follows just a day after RTO Abbottabad intercepted 3,000 bales of raw tobacco in a separate intelligence-based operation, highlighting a coordinated and intensified crackdown against illegal tobacco manufacturing and smuggling in the region.
During the raid, enforcement teams discovered packaging materials belonging to Falcon Tobacco, which is already under investigation in a separate case being pursued by RTO Peshawar. The presence of these materials indicates linkages within the broader illicit manufacturing and distribution network.
The seized MK-8 machines, known for their high-speed cigarette production capability, were found fully operational alongside auxiliary systems used for packing, stamping, and bundle preparation. The recovery of large stocks of tow, paper, filters, and branded packaging material demonstrates the scale and sophistication of the illegal operation.
The Federal Board of Revenue (FBR) reiterates its commitment to combating illicit tobacco trade, safeguarding government revenue, and enforcing strict compliance across the tobacco sector.

ریجنل ٹیکس آفس ایبٹ آباد نے تمباکو کی غیرقانونی تجارت کے خلاف بڑی کارروائی کرتے ہوئے ایک آپریشنل غیرقانونی سگریٹ کارخانہ کو سیل کر دیا ہے، جس میں سگریٹ بنانے والی MK-8 مشینیں، پیکنگ یونٹ، اسٹیمپنگ اور بنڈل سازی کا سامان، ٹو، پیکنگ میٹریل اور نان ڈیوٹی پَیڈ سگریٹس کی بڑی مقدار موجود تھی۔ یہ کارخانہ ایک بااثر سیاسی شخصیت کے حجرےمیں لگایا تھا۔ تمام مشینری اور غیر قانونی مصنوعات ضبط کر لی گئی ہیں، جبکہ فیڈرل ایکسائز ایکٹ 2005 کے تحت قانونی کارروائی کا آغاز کر دیا گیا ہے۔
اس کاروائی سے ایک روز قبل آر ٹی او ایبٹ آباد نے ایک علیحدہ انٹیلی جنس بیسڈ آپریشن میں کچے تمباکو کی 3,000 گانٹھیں پکڑی تھیں۔ جو علاقے میں غیرقانونی سگریٹ سازی اور اسمگلنگ کے خلاف مربوط اورٹھوس کارروائی کو ظاہر کرتا ہے۔
چھاپے کے دوران ٹیموں کو فالکن ٹوبیکو کا پیکنگ میٹریل بھی ملا جو پہلے ہی آر ٹی او پشاور میں ایک علیحدہ کیس میں زیر تفتیش ہے۔ اس مواد کی موجودگی بڑے غیرقانونی مینوفیکچرنگ اور ڈسٹری بیوشن نیٹ ورک سے منسلک روابط کو ظاہر کرتی ہے۔
ضبط کی گئی MK-8 مشینیں جو کہ انتہائی تیز رفتاری سے سگریٹ تیار کرنے کی صلاحیت رکھتی ہیں، مکمل فعال حالت میں ملیں جن کے ساتھ پیکنگ، اسٹیمپنگ اور بنڈل تیار کرنے کے مشینیں بھی موجود تھیں۔ Tow، کاغذ، فلٹر اور برانڈڈ پیکنگ میٹریل کے بڑے ذخیرے کی برآمدگی سے اس غیرقانونی کارخانے کے وسیع اور جدید نیٹ ورک کا اندازہ ہوتا ہے۔
