Karachi: In pursuance of the directions of the Hon’ble Prime Minister of Pakistan, Chairman FBR, and Director General Intelligence & Investigation / Chief Coordinator IREN, aimed at curbing the illegal trade and manufacturing of cigarettes and tobacco products, the Regional Tax Office-II (RTO-II), Karachi has carried out a major intelligence-based enforcement operation against an illegal cigarette manufacturing facility in the outskirts of Karachi.
The enforcement team of the Inland Revenue Enforcement Squad, RTO-II Karachi / Inland Revenue Enforcement Network (IREN) raided an illegal cigarette manufacturing factory located in the Malir area of Karachi. During the operation, the factory was immediately sealed, while its plant and machinery, along with raw and finished stock, were confiscated.
The confiscated machinery included cigarette-making machines, packing machines, token machines, filter machines, heavy-duty generators and other associated equipment valuing at Rs. 200 Million approximately. Around 700 kg of raw tobacco was also found at the premises.
Preliminary assessment revealed that the installed plant and machinery had a production capacity of approximately 700,000 cigarette sticks per day, translating into an estimated annual production capacity of around 200 million cigarette sticks. The illegal manufacturing activity was consequently causing an estimated revenue loss of approximately Rs. 1.2 billion annually to the national exchequer.
The Enforcement Squad took prompt action by sealing the premises and confiscating the entire plant, machinery and stock. Criminal proceedings were subsequently initiated through registration of an FIR against the persons involved before the learned Special Judge (Customs & Taxation), Karachi.
Following the confiscation, the entire plant and machinery installed at the factory premises were dismantled and shifted, along with the confiscated raw and finished stock, to the official premises of RTO-II, Karachi, in accordance with the prescribed legal procedure.
The operation was conducted by an enforcement team headed by Mr. Baqir Ali, DCIR, and coordinated by Dr. Aslam Marri, Commissioner Inland Revenue, RTO-II Karachi / Regional Coordinator IREN Sindh & Balochistan, under the supervision of Mr. Zafar Rafique, Chief Commissioner, RTO-II Karachi.
Criminal investigation into the illegal manufacturing operation and the persons involved is currently underway.
The Regional Tax Office-II, Karachi, reaffirmed its commitment to taking strict and sustained enforcement action against illegal cigarette manufacturing, illicit tobacco trade and tax evasion, in order to safeguard Government revenue and ensure compliance with the applicable tax laws.

کراچی — وزیراعظم پاکستان ، چیئرمین ایف بی آر اور ڈائریکٹر جنرل انٹیلی جنس اینڈ انویسٹی گیشن / چیف کوآرڈینیٹر آئی آر ای این کی جانب سے سگریٹ اور تمباکو مصنوعات کی غیر قانونی تجارت اور تیاری کی روک تھام کے لیے جاری کردہ ہدایات کی روشنی میں ریجنل ٹیکس آفس-II ، کراچی نے شہر کے مضافاتی علاقے میں قائم غیر قانونی سگریٹ تیار کرنے والی ایک فیکٹری کے خلاف انٹیلی جنس کی بنیاد پر بڑی کارروائی کی۔
ان لینڈ ریونیو انفورسمنٹ اسکواڈ، آر ٹی او-II کراچی / ان لینڈ ریونیو انفورسمنٹ نیٹ ورک (آئی آر ای این) کی ٹیم نے کراچی کے علاقے ملیر میں واقع ایک غیر قانونی سگریٹ ساز فیکٹری پر چھاپہ مارا۔ کارروائی کے دوران فیکٹری کو فوری طور پر سیل کر دیا گیا جبکہ اس کی پلانٹ و مشینری، خام مال اور تیار شدہ اسٹاک ضبط کر لیا گیا۔
ضبط شدہ مشینری میں سگریٹ بنانے ، پیکنگ کرنے ، ٹوکن لگانے اور فلٹر والی مشینیں ہیوی ڈیوٹی جنریٹرز اور دیگر متعلقہ سامان شامل تھا، جن کی مالیت تقریباً 200 ملین روپے ہے۔ موقع سے تقریباً 700 کلوگرام خام تمباکو بھی برآمد ہوا۔
ابتدائی جائزے سے معلوم ہوا کہ اس پلانٹ اور مشینری کی یومیہ پیداواری صلاحیت تقریباً 7 لاکھ سگریٹ اسٹکس تھی، جو سالانہ تقریباً 200 ملین سگریٹ اسٹکس کی پیداواری صلاحیت بنتی ہے۔ چنانچہ غیر قانونی سگریٹ سازی کی اس سرگرمی کے باعث قومی خزانے کو سالانہ تقریباً ایک ارب بیس کروڑ روپے کے محصولات کے نقصان کا تخمینہ لگایا گیا ہے۔
انفورسمنٹ اسکواڈ نے فوری کارروائی کرتے ہوئے فیکٹری کو سیل کرکے پلانٹ، مشینری اور اسٹاک ضبط کر لیا۔ بعد ازاں ملوث افراد کے خلاف خصوصی جج (کسٹمز و ٹیکسیشن)، کراچی کی عدالت میں ایف آئی آر درج کرا کے فوجداری کارروائی شروع کر دی گئی۔ جبکہ مقررہ قانونی طریقہ کار کے مطابق فیکٹری میں نصب مکمل پلانٹ اور مشینری کو کھول کر ضبط شدہ خام مال و تیار شدہ اسٹاک سمیت آر ٹی او-II کراچی کے دفتر میں منتقل کر دیا گیا۔
یہ کارروائی انفورسمنٹ ٹیم نے ڈی سی آئی آر باقر علی کی سربراہی میں انجام دی جبکہ ڈاکٹر اسلم مری کمشنر ان لینڈ ریونیو، آر ٹی او-II کراچی / ریجنل کوآرڈینیٹر آئی آر ای این سندھ و بلوچستان نے اس کارروائی میں معاونت کی اور اس کی نگرانی چیف کمشنر آر ٹی او-II کراچی ظفر رفیق نے کی ۔غیر قانونی سگریٹ سازی اور اس میں ملوث افراد کے خلاف فوجداری تحقیقات جاری ہیں۔
ایف بی آر سرکاری محصولات کا تحفظ اور قابل اطلاق ٹیکس قوانین کی پابندی کو یقینی بنانے کے لئے غیر قانونی سگریٹ سازی ، تمباکو کی غیر قانونی تجارت اور ٹیکس چوری کے خلاف سخت انفورسمنٹ کارروائیاں جاری رکھنے کے عزم کا اعادہ کرتا ہے۔
